A BILL

To amend the Lacey Act Amendments of 1981 to treat nonhuman primates as prohibited wildlife species under that Act.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the `Captive Primate Safety Act’.

SEC. 2. FINDINGS.

    The Congress finds the following:

      (1) There may be as many as 15,000 nonhuman primates including chimpanzees, rhesus macaques, capuchins, and other monkeys, owned by private individuals in the United States.

      (2) Primates can potentially transmit such dangerous human diseases as yellow fever, monkey pox, Ebola and Marburg virus, Foot and Mouth Disease, tuberculosis, herpes-b, and Simian Immunodeficiency Virus.

      (3) Primates are highly intelligent and social animals. Most captive environments cannot meet their complex social and psychological needs, and pet primates are often kept chained or confined in small enclosures.

      (4) A number of privately owned nonhuman primates have attacked humans and other animals, or have escaped from their enclosures to freely and dangerously roam the community.

      (5) Over 40 percent of the 234 primate species are now threatened with extinction, and primate pet ownership does not contribute to the conservation of the species.

SEC. 3. ADDITION OF NONHUMAN PRIMATES TO DEFINITION OF PROHIBITED WILDLIFE SPECIES.

    Section 2(g) of the Lacey Act Amendments of 1981 (16 U.S.C. 3371(g)) is amended by inserting before the period at the end `or any non-human primate’.

New Jersey SHAC Activists Arrested

New Jersey police recently arrested animal rights activists Janice Angelillo and Nicholas Cooney and searched Angelillo’s residence and automobile in connection with a number of criminal acts.

Angelillo and Cooney were arrested around 4 a.m. July 21st outside a Hoffman-LaRoche facility. They allegedly gave officers fake identification after being stopped on foot outside the facility.

According to Gannett,

Just before the Thursday arrest, police had been alerted to an incident in nearby Bloomfield in which derogatory slogans toward Hoffman-LaRoche were spray-painted on a white fence in the same color paint found on the hands and clothing of Angelillo and Philadelphia resident Nicholas Cooney, said Capt. Steve Serrao, assistant director for operations of the state Office of Counter Terrorism.

After the arrest, police obtained a search warrant for Angelillo’s black Subaru which was parked nearby. Police said that evidence obtained from the car implicated Angelillo and Cooney in another incident that occurred within 24 hours of their arrests.

Police also raided the residence of Angelillo, who lives with fellow animal rights activist Ted Nebus. They removed a computer and animal rights-related materials from the residence according to the Home News Tribune.

Both Angelillo and Cooney have been arrested numerous times in their protests against very SHAC targets.

U.S. Sen. James Jeffords Introduces Captive Primate Safety Act

U.S. Sen. James Jeffords (I-Vt.) recently introduced the Captive Primate Safety Act in the U.S. Senate.

The bill, which parallels a similar House of Representatives bill introduced last year, would add primates to a federal list of wildlife species that private individuals are prohibited from owning.

The bill is clearly motivated by recent, highly publicized attacks by captive primates, such as that at Animal Haven Ranch where two chimpanzees were shot and killed in March after they mauled a visitor to the ranch.

In announcing his bill, for example, Jeffords said,

The Captive Primate Safety Act is a common sense solution to a potentially very serious problem. Monkeys, chimpanzees, and other nonhuman primates can be dangerous if not cared for properly and can pose an even greater risk to our public health as carriers of dangerous diseases. Our legislations is need to help federal agencies control and monitor these species within our borders.

But this argument, if you’ll pardon the pun, appears to be specious. In a press release lauding the bill, for example, the Humane Society of the United States estimates that are 15,000 primates currently in private hands. But the best estimate of injuries caused by those animals is 100 over the last 10 years.

Compare that to estimates of the number of injuries from dog bites. A 1998 study published in the Journal of the American Medical Association estimated that dog bites accounted for more than 300,000 visits to the emergency room annually. That’s more than 900 visits every single day to the emergency room nationwide due to dog bites.

And since Jeffords is so concerned about children, it should be noted that the bulk of victims of dog bites are minors. The median age of dog bite victims in the 1998 study was just 15 years.

Perhaps if the HSUS and Jeffords really want to get rid of a dangerous animal that targets children, they’ll first push a Captive Canine Safety Act first and then turn their attention to the extremely small safety problem posed by captive primates.

Worldwatch: World Meat Production Increased 2 Percent in 2004

A recent Worldwatch Institute reported noted that meat production increased two percent in 2004 from 2003 to an estimated 258 million tons worldwide.

That two percent increase, involved a much larger increase in total animals killed, however. Due to reports of Mad Cow disease in North America, Worldwatch noted, beef production was up less than one percent and the global beef trade actually declined.

That low growth had to be compensated elsewhere for total meat production to increase, which meant hundreds of thousands if not millions more chickens and pigs slaughtered for meat.

Annual meat production is likely to grow for the foreseeable future. Currently developing nations only consume 12.3 kg of meat per person, compared to an average of 30 kg per person in developed nations. As the economies of developed nations such as China continue to improve, world meat production will also continue to grow.

As The Namibian noted, today Asia accounts for more than 60 percent of global pork production. That represents a 50 percent increase in just 10 years.

Seattle Activist Is Not A Terrorist, But She Is A Liar

Seattle-based animal rights activist Nancy Pennington penned an op-ed to the Seattle Post-Intelligencer complaining how unfair it is that animal rights activists like her are called terrorists (though she doesn’t provide any specific example where she’s been called a terrorist) and generally defending her own activism.

According to Pennington,

I’ve never understood the hostility of some people toward animal activists. As for the “get a life” epithet hurled at us by people whose dedication to anything is questionable, everyone I know in the “animal movement” has a job (except those of us who are retired) and a willingness to make conditions for animals better the central part of our lives.

The hostility could come from activists such as Pennington who defended PETA’s comparison of animal slaughter to the Holocaust, but lied about that campaign. Pennington claimed that Nobel Prize winner Elie Wiesel supported PETA’s efforts when, in fact, Wiesel vigorously opposed PETA’s use of a picture of him as a young man imprisoned at Buchenwald, and publicly said that PETA’s comparison of animal slaughter to the Holocaust was “wrong.”

So, remember, if you run into Ms. Pennington, the correct epithet is liar or idiot, not terrorist. Instead of, “get a life,” the proper response is “get a clue.”

National Agricultural Statistics Service Report on Mink Production, 2005.07.15

  Pelt Production Up 1 Percent

Mink pelt production in the United States in 2004 totaled 2.56
million pelts, up 1 percent from 2003.  Wisconsin, the largest mink
producing State, produced 768,000 pelts.  Utah the second largest
producing state, produced 580,000 pelts.


By color class, the number of pelts as a percent of the total U.S.
production in 2004 follows: Black at 45.1 percent, Mahogany at 22.2
percent, Blue Iris at 11.7 percent, Demi/Wild at 6.1 percent,
Sapphire at 5.3 percent, and White at 4.1 percent.  The remaining
color classes accounted for 5.5 percent.


Value of Pelt Production Up 21 Percent

Mink pelts produced during the 2004 crop year were valued at 124
million dollars, up 21 percent from $102 million a year ago. The
average price per pelt for the 2004 crop year was $48.40, up from
$40.10 in 2003.


   Females Bred Up 6 Percent

Female mink bred to produce kits in 2005 totaled 642,100, up 6
percent from the previous year.


Percent of total females bred to produce kits in 2005 by color
class are:  Black at 46.8 percent, Mahogany at 20.0 percent, Blue
Iris at 10.7 percent, Demi/Wild at 5.9 percent, Sapphire at
5.9 percent and white at 4.2 percent.  The remaining color classes
accounted for 6.5 percent.


Number of Mink Farms Down 3 Percent

There were 296 mink farms producing pelts in 2004, down 3 percent
from a year ago. Leading States were Utah with 80 farms, Wisconsin
with 67 farms and Minnesota with 28.


              Fox

There were 17 mink farms which also raised fox in 2004, down from
18 the previous year.

Survey Procedures:  Data for mink production are collected from all
known producers.  State Statistical Offices use known sources of
producers to update their lists.  All known mink producers are
mailed a questionnaire and given adequate time to respond by mail.
Those that do not respond by mail are telephoned or possibly
enumerated in person. Care is exercised to ensure that all
operations are accounted for. Major auction houses which handle
producer sales provide mink pelt price data in July.  Prices are
collected at the point of first sale by producers, before marketing
costs are deducted.


Reliability:  Sound statistical methodology is employed to derive
the estimates from reported data.  All data are analyzed for
unusual values. Data from each operation are compared to their own
past operating profile and to trends from similar operations.  Data
for inaccessible operations are accounted for through the expansion
of the reported data or by imputation based on individual
historical data.  Survey data are subject to non-sampling errors
such as omissions and mistakes in reporting and in processing the
data. While these errors cannot be measured directly, they are
minimized by carefully reviewing all reported data for consistency
and reasonableness.

              Pelt Production Down 2 Percent

Mink pelt production in the United States in 2003 totaled 2.55 million
pelts, down 2 percent from 2002.  Wisconsin, the largest mink producing
State, produced 706,000 pelts.


By color class, the number of pelts as a percent of the total U.S.
production in 2003 follows: Black at 40.2 percent; Mahogany at 21.5
percent; Blue Iris at 16.1 percent; Demi/Wild at 6.4 percent; Sapphire at
5.8 percent.  The remaining color classes accounted for 10.0 percent.


          Value of Pelt Production Up 28 Percent

Mink pelts produced during the 2003 crop year were valued at $102 million
dollars, up 28 percent from $79.8 million a year ago. The average price
per pelt for the 2003 crop year was $40.10, up from $30.60 in 2002.


                 Females Bred Up Slightly

Female mink bred to produce kits in 2004 totaled 604,800, up slightly
from the previous year.


Percent of total females bred to produce kits in 2004 by color class are:
Black at 45.9 percent; Mahogany at 21.0 percent; Blue Iris at 11.9
percent; Demi/Wild at 5.8 percent; Sapphire at 5.0 percent.  The
remaining color classes accounted for 10.4 percent.


            Number of Mink Farms Down 5 Percent

There were 307 mink farms producing pelts in 2003, down 5 percent from a
year ago. Leading States were Utah with 80 farms, Wisconsin with 69 farms
and Minnesota with 31.


                            Fox

There were 18 mink farms which also raised fox in 2003, down from 20 the
previous year.

Survey Procedures:  Data for mink production are collected from all known
producers.  State Statistical Offices use known sources of producers to
update their lists.  All known mink producers are mailed a questionnaire
and given adequate time to respond by mail.  Those that do not respond by
mail are telephoned or possibly enumerated in person. Care is exercised
to ensure that all operations are accounted for. Major auction houses
which handle producer sales provide mink pelt price data in July.  Prices
are collected at the point of first sale by producers, before marketing
costs are deducted.


Reliability:  Sound statistical methodology is employed to derive the
estimates from reported data.  All data are analyzed for unusual values.
Data from each operation are compared to their own past operating profile
and to trends from similar operations.  Data for inaccessible operations
are accounted for through the expansion of the reported data or by
imputation based on individual historical data.  Survey data are subject
to non-sampling errors such as omissions and mistakes in reporting and in
processing the data. While these errors cannot be measured directly, they
are minimized by carefully reviewing all reported data for consistency
and reasonableness.

Color class definitions have changed for 2002 pelt production.  By color
class, the number of pelts as a percent of the total U.S. production in
2002 follows: Black - 37.1 percent; Mahogany - 21.7 percent; Blue Iris -
19.8 percent; Sapphire - 7.0 percent; Demi/Wild - 5.8 percent.  The
remaining color classes accounted for 8.6 percent.

          Value of Pelt Production Down 7 Percent

Mink pelts produced during the 2002 crop year were valued at $79.6
million dollars, down 7 percent from $85.9 million a year ago. The
average price per pelt for the 2002 crop year was $30.60, down from
$33.50 in 2001.

                Females Bred Down 4 Percent

Female mink bred to produce kits in 2003 totaled 601,000, down 4 percent
from the previous year.

Percent of total females bred to produce kits in 2003 by color class are:
Black - 42.4 percent; Mahogany - 19.7 percent; Blue Iris - 16.8 percent;
Sapphire - 6.4 percent; Demi/Wild - 5.2 percent.  The remaining color
classes accounted for 9.5 percent.

Survey Procedures:  Data for mink production are collected from all known
producers.  State Statistical Offices use known sources of producers to
update their lists.  All known mink producers are mailed a questionnaire
and given adequate time to respond by mail.  Those that do not respond by
mail are telephoned or possibly enumerated in person. Care is exercised
to ensure that all operations are accounted for. Major auction houses
which handle producer sales provide mink pelt price data in July.  Prices
are collected at the point of first sale by producers, before marketing
costs are deducted.

Reliability:  Sound statistical methodology is employed to derive the
estimates from reported data.  All data are analyzed for unusual values.
Data from each operation are compared to their own past operating profile
and to trends from similar operations.  Data for inaccessible operations
are accounted for through the expansion of the reported data or by
imputation based on individual historical data.  Survey data are subject
to non-sampling errors such as omissions and mistakes in reporting and in
processing the data. While these errors cannot be measured directly, they
are minimized by carefully reviewing all reported data for consistency
and reasonableness.

The next "Mink" report will be released in July 2004.

                Pelt Production Down 4 Percent

Mink pelt production in the United States in 2001 totaled 2.57 million pelts,
down 4 percent from 2000.  Wisconsin, the largest mink producing State,
produced 672,000 pelts.

By color class, the number of pelts as a percent of the total U.S. production
follows: Standard -36.9 percent; Mahogany - 22.6 percent; Gunmetal - 18.4
percent; Demi-buff - 5.0 percent; Sapphire - 4.2 percent.  The remaining color
classes accounted for 12.9 percent.

            Value of Pelt Production Down 5 Percent

Mink pelts produced during the 2001 crop year were valued at $85.9 million
dollars, down 5 percent from $90.6 million a year ago. The average price per
pelt for the 2001 crop year was $33.50, down from $34.00 in 2000.

                  Females Bred Down 1 Percent

Female mink bred to produce kits in 2002 totaled 620,500, down 1 percent from
the previous year.

Percent of total females bred to produce kits in 2002 by color class are:
Standard - 38.2 percent; Mahogany - 20.2 percent;  Gunmetal - 19.2 percent;
Sapphire - 6.2 percent.  The remaining color classes accounted for 16.2
percent.

              Number of Mink Farms Down 7 Percent

There were 324 mink farms producing pelts in 2001, down 7 percent from a year
ago. Leading States were Utah with 80 farms, Wisconsin with 65 farms and
Minnesota with 36.

                              Fox

There were 21 mink farms which also raised fox in 2001, down from 24 the
previous year.

Survey Procedures:  Data for mink production are collected from all known
producers.  State Statistical Offices use known sources of producers to update
their lists.  All known mink producers are mailed a questionnaire and given
adequate time to respond by mail.  Those that do not respond by mail are
telephoned or possibly enumerated in person. Care is exercised to ensure that
all operations are accounted for. Major auction houses which handle producer
sales provide mink pelt price data in July.  Prices are collected at the point
of first sale by producers, before marketing costs are deducted.

Reliability:  Sound statistical methodology is employed to derive the
estimates from reported data.  All data are analyzed for unusual values. Data
from each operation are compared to their own past operating profile and to
trends from similar operations.  Data for inaccessible operations are
accounted for through the expansion of the reported data or by imputation
based on individual historical data.  Survey data are subject to non-sampling
errors such as omissions and mistakes in reporting and in processing the data.
While these errors cannot be measured directly, they are minimized by
carefully reviewing all reported data for consistency and reasonableness.

The next "Mink" report will be released in July, 2003.

              Pelt Production Down 5 Percent

Mink pelt production in the United States in 2000 totaled 2.67 million
pelts, down 5 percent from 1999.  Wisconsin, the major mink producing
State, produced 680,100 pelts.

By color class, the number of pelts as a percent of the total U.S.
production follows: Standard - 35.7 percent; Mahogany - 26.6 percent;
Gunmetal - 17.3 percent; Ranch Wild - 5.1 percent; Sapphire - 5.0
percent.  The remaining color classes accounted for 10.3 percent.

          Value of Pelt Production Down 4 Percent

Mink pelts produced during the 2000 crop year were valued at $90.6
million dollars, down 4 percent from $94.8 million a year ago. The
average price per pelt for the 2000 crop year was $34.00, up from $33.70
in 1999.

                Females Bred Down 5 Percent

Female mink bred to produce kits in 2001 totaled 630,200, down 5 percent
from the previous year.

Percent of total females bred to produce kits in 2001 by color class are:
Standard - 39.5 percent; Mahogany - 22.2 percent;  Gunmetal - 17.6
percent; Sapphire - 5.6 percent;.  The remaining color classes accounted
for 15.1 percent.

           Number Of Mink Farms Down 12 Percent

There were 351 mink farms producing pelts in 2000, down 12 percent from
a year ago. Leading States were Utah with 90 farms, Wisconsin with 70
farms and Minnesota with 37.

                            Fox

There were 24 mink farms which also raised fox in 2000, down from 27 the
previous year.
